49. réitère l'importance d'introduire sans délai des mesures de simplification procédurales, administratives et financières dans la gestion actuelle du PC7, par exemple celles identifiées dans la résolution du Parlement du 11 novembre 2010; se félicite de la décision de la Commission du 24 janvier 2011 introduisant trois mesures de simplification ainsi que de la création du système d'enregistrement unique (Unique Registration Facility - URF); demande à la Commission de mettre rapidement en œuvre ces mesures de manière uniforme et de déterminer si des mesures de simplification supplémentaires demeurent possibles; regrette les graves problèmes d'interprétation et d'insécurité juridique pour les participants du PC7 et réitère sa volonté que les procédures légales actuellement en cours entre la Commission et les bénéficiaires sur tous les programmes-cadres soient soldées rapidement en respectant le principe d'une gestion responsable de l'argent public; demande à la Commission d'autoriser les bénéficiaires à consulter le comité de clarification pour la recherche pendant et après la mise en œuvre d'un projet pour clarifier certaines questions liées au calcul des coûts, aux règles de participation et aux audits (y compris ex post); souligne la nécessité de préserver ce qui fonctionne correctement et de ne changer que les règles qui doivent être adaptées;
49. Reiterates the importance of introducing, without delay, procedural, administrative and financial simplification measures into current management of FP7, such as those identified in Parliament's resolution of 11 November 2010; welcomes the Commission Decision of 24 January 2011 introducing three simplification measures, as well as the creation of the Unique Registration Facility; calls on the Commission to rapidly implement these measures in a uniform way and to investigate where additional simplification measures are still possible; regrets the serious problems of interpretation and legal uncertainty for the participants of FP7 and reiterates its wish to see current legal proceedings between the Commission and beneficiaries across all of the framework programmes settled quickly, while respecting the principle of responsible management of public money; asks the Commission to allow beneficiaries to consult the Research Clearing Committee during or after a project to clarify issues related to cost calculation, rules for participation and audits, including ex-post audits; stresses the need to preserve what works well and only change the rules which need to be adapted;
