After assessing the dossiers included in those applications, the Standing Committee on the Food Chain and Animal Health (the Committee) acknowledged that the specific composition of the feeds concerned fulfils the respective particular intended nutritional purposes and that it has no adverse effects on animal health, human health, the environment or animal welfare.

Given the aims of this Regulation and the impact that it may have on the security of citizens and on the internal market, the Commission should, drawing on the continuous discussions in the Standing Committee on Precursors, present a report to the European Parliament and to the Council examining any problems arising from the implementation of this Regulation, the desirability and feasibility of extending its scope, both as regards covering professional users and as regards including in the provisions on the reporting of suspicious transactions, disappearances and thefts of substances which, although not subject to measures under this Regulation, are identified as having been used for the illicit manufacture of explosives (non-scheduled explosives precursors).

Par dérogation à l'article 23, les autorités compétentes peuvent autoriser le déblocage de certains fonds ou ressources économiques gelés ou la mise à disposition de certains fonds ou ressources économiques, après avoir établi que les fonds ou les ressources économiques concernés sont nécessaires pour régler des dépenses extraordinaires ou pour payer ou transférer des biens destinés à un réacteur à eau légère en Iran dont la construction a débuté avant décembre 2006, ou pour tout bien aux fins visées à l'article 6, points b) et c), pour autant que l'autorisation concerne une personne, une entité ou un organisme cité à l'annexe VIII, l'État membre concerné a notifié les éléments établis au comité des sanctions et celui-ci les a approuvés.
2. By way of derogation from Article 23, the competent authorities may authorise the release of certain frozen funds or economic resources or the making available of certain funds or economic resources, after having determined that the funds or economic resources are necessary for extraordinary expenses or for payment for or transfer of goods when procured for a light water reactor in Iran the construction of which has begun before December 2006, or for any goods for the purposes referred to in Article 6(b) and (c), provided that where the authorisation concerns a person, entity or body listed in Annex VIII, the Sanctions Committee has been notified of that determination by the Member State concerned and the determination has been approved by that Committee.

The High Representative shall, after consulting the Committee referred to in point 3 of Section I of Part II of the Annex to Council Decision 2001/264/EC of 19 March 2001 adopting the Council’s security regulations , decide on the security rules for the EEAS and take all appropriate measures in order to ensure that the EEAS manages effectively the risks to its staff, physical assets and information, and that it fulfils its duty of care and responsibilities in this regard.
