Mr. Gérard Binet (Frontenac Mégantic, Lib.): Mr. Speaker, I am honoured to present, in both official languages, under Standing Order 34(1) the report of the Canada-Europe Parliamentary Association delegation concerning the meeting of the economic affairs and development commission held in London, England, January 17 and 18, 2002, and the first part of the regular 2002 session of the Parliamentary Assembly of the Council of Europe held in Strasbourg, France from January 21 to 25, 2002 (1010) [English] Mrs. Carolyn Parrish (Mississauga Centre, Lib.): Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the 12th report of the Canadian NATO Parliamentary Association which represented Canada at the joint meeting for the defence and security, economics and security, and political committees of the NATO parliamentary assembly held in Brussels, Belgium and France from February 17 to 20, 2002.

Hon. Colin Kenny: Honourable senators, I have the honour to table the second report of the Canadian NATO Parliamentary Association which represented Canada at the joint meeting of the Defence and Security Committee, the Economic Committee and the Political Committee of the NATO Parliamentary Assembly held in Brussels and Paris from February 17 to 21, 2001.

10. Proposes a closer relationship between the EP and the national parliaments taking into account possible upcoming interparliamentary agreements on CFSP/ESDP issues by convening on regular basis, through its AFET Committee, a Joint Parliamentary Committee assembling the Chairmen of the Committees responsible for foreign affairs and defence of the national parliaments of the Members States and of the applicant countries, the European Parliament as well as other Members of the various committees on the basis of equal representation for the EP. Parliaments of the non-EU NATO members together with the Parliamentary Assembly of NATO would also be involved as observers, under certain conditions. On the contrary, the WEU Parliamentary Assembly should be discontinued.

3. prend acte des efforts faits par les autorités albanaises pour remplir les conditions qui permettent l'ouverture des négociations pour un accord de stabilisation et d'association, en particulier la participation de l'opposition aux activités parlementaires, la constitution d'un comité bipartite chargé d'examiner les solutions à adopter par rapport aux irrégularités électorales de 2001, l'adoption du "Plan d'action pour la période de négociation d'un accord de stabilisation et d'association" et l'adoption de la "Stratégie nationale pour combattre le trafic illégal d'êtres humains";
3. Notes the efforts made by the Albanian authorities to meet the conditions enabling negotiations to be opened towards a stabilisation and association agreement, in particular the participation of the opposition in parliamentary activities, the formation of a bi-partisan committee to consider potential ways of dealing with the irregularities of the 2001 elections, the adoption of the "Action plan for the negotiation period of the Stabilisation and Association Agreement' and the adoption of the "National strategy to combat the illegal traffic in human beings';

Au cours de toute la procédure de négociations le rapporteur a pu constater le fort engagement de la Croatie dans le processus de Stabilisation et d'Association en tant qu'une première phase vers le processus d'adhésion à l'Union Européenne, ainsi que sa disponibilité pour participer activement dans le comité parlementaire Union Européenne - Croatie dans le cadre de l'Accord de Stabilisation et d'Association.
11. Throughout the negotiation process, the rapporteur noted Croatia's strong commitment to the process of stabilisation and association as a first stage of the process of accession to the European Union, and its wish to play an active role in the European Union/Croatia Parliamentary Committee in the context of the Stabilisation and Association Agreement.
