La Commission s'est engagée à coopérer plus étroitement avec la Banque européenne d'investissement (BEI), la Banque européenne pour la reconstruction et le développement (BERD), la Banque de développement du Conseil de l'Europe (BDCE) et les autres institutions financières internationales (IFI) soutenant la modernisation et le développement dans les Balkans occidentaux, notamment par l'intermédiaire du groupe consultatif des institutions financières internationales, créé en mars 2007 et présidé par la Commission européenne (DG Élargissement).
The Commission is committed to closer coordination with the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the Council of Europe Development Bank (CEB) and other IFIs supporting modernisation and development in the Western Balkans, in particular through the International Financial Institutions (IFIs) Advisory Group established in March 2007 and chaired by the European Commission (DG Enlargement).

Consultations on the strategy paper had been held during spring 2001 with EU Member States (CARDS Committee), international financial institutions, the targeted countries - the countries which are part of the Stabilisation and Association Process (Albania, Bosnia and Herzegovina, Croatia, Republic of Macedonia, F.R. Yugoslavia) - and the Stability Pact Working Table II (May 2001).
