4. suggère, à ce propos, que la Commission concentre ses efforts sur la prévention du commerce illicite des objets culturels et sur la lutte contre ce trafic, notamment en ce qui concerne les biens culturels iraquiens et syriens pris illégalement en Iraq depuis le 6 août 1990 et en Syrie depuis le 15 mars 2011, conformément au paragraphe 17 de la résolution 2199 du Conseil de sécurité des Nations unies du 12 février 2015; considère que la Commission devrait concevoir une approche coordonnée pour lutter contre ce trafic, en travaillant de concert avec les responsables des services d'enquête au niveau national et en collaboration étroite avec l'Unesco et d'autres organisations internationales comme le Conseil international des musées (ICOM), le comité international du bouclier bleu de l'ICOM, Europol, Interpol, Unidroit et l'Organisation mondiale des douanes;
4. Suggests to the Commission, in this connection, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, to focus on the prevention of and fight against illicit trade in cultural artefacts, with specific reference to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; considers that the Commission should devise a coordinated approach to combating that illegal trade, working together with those responsible for investigation services at national level and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law) and WCO (World Customs Organisation);

4. suggère, dans ce contexte, que la Commission se concentre, conformément au paragraphe 17 de la résolution n° 2199 du Conseil de sécurité des Nations unies du 12 février 2015, sur la lutte contre le commerce des biens culturels et plus particulièrement des pièces du patrimoine culturel sorties d'Iraq depuis le 6 août 1990 et de Syrie depuis le 15 mars 2011; considère que la Commission devrait concevoir une stratégie coordonnée pour lutter contre ce trafic, en travaillant de concert avec les responsables des services d'enquête au niveau national et en collaboration étroite avec l'Unesco et d'autres organisations internationales comme le Conseil international des musées (ICOM), le comité international du bouclier bleu de l'ICOM, Europol, Interpol, l'Institut international pour l'unification du droit privé (Unidroit) et l'Organisation mondiale des douanes;

l. Recalls the June 1996 ACP-EC Apia Council conclusions on Somalia; 2. Reiterates Somalia's political adherence to the Lomé Convention ; 3. Welcomes the initiatives and concerted efforts undertaken by the IGAD Member States, the OAU, the EU and several countries in favour of reconciliation and nation building in Somalia and encourages further positive developments in that sense; 4. Noting the UN Security Council declaration of 27 February 1997 and urges all Somali political groups to continue and accelerate the process of reconciliation and appeals to all to do so in the interest of peace and prosperity for Somalia and the region at large; in this regard, the october 1996 Nairobi initiative of President Daniel Arap Moi of Kenya and the January 1997 Sodere initiative of Prime Minister Meles Zenawi of Ethiopia which include the creation of respectively the Mogadishu Committee and the National Salvation Council, are heralded as laudable efforts. 5. Calls upon the international community to coordinate their efforts with the OAU and IGAD in search for a solution to the conflict in Somalia; 6. Takes note of the initiatives taken by the European Commission following the Apia conclusions; 7. Welcomes in particular :
