Acknowledges from the Court of Auditors the need to improve the transparency of staff selection procedures; notes with concern that Selection Board members did not always complete their conflict of interest declarations or did not do so in a timely manner and there was no evidence of any action taken to address the issues raised by those declarations; regrets that the documentation of the Selection Board's proceedings was not always adequate and that there is no evidence as to how the method for the short-listing of candidates was established and that the questions for the written tests or interviews were set before the examinations;

2. rappelle que dans sa résolution mentionnée ci-dessus, du 8 avril 2003, il invitait le Comité des régions à charger sans délai un organisme extérieur reconnu, de préférence la Cour des comptes européennes, d'effectuer un audit indépendant complet et approfondi sur l'exécution du budget du Comité ainsi que sur la gestion financière et administrative de celui-ci, et précisait que cet audit devrait porter notamment sur les aspects évoqués plus haut et attester la bonne gestion financière de l'institution et être remis à l'autorité de décharge aussi rapidement que possible pour permettre à celle-ci d'examiner la décision définitive relative à la décharge 2001;
2. Reiterates that in its above-mentioned resolution of 8 April 2003 it called on the Committee of the Regions immediately to commission a detailed, full and independent audit, to be carried out by a recognised external institution - preferably the European Court of Auditors - on the Committee's overall budget implementation, as well as the financial and administrative management, taking the view that the audit should examine, inter alia, the areas listed above and attest to the sound financial management of the institution, and should be delivered to the discharge authority as soon as possible in order for it to be able to consider the final discharge decision for 2001;

invite dès lors le Comité des régions à charger sans délai un organisme extérieur reconnu – de préférence la Cour des comptes européenne – d'effectuer un audit indépendant complet et approfondi sur l'exécution du budget général du Comité ainsi que sur la gestion financière et administrative; précise que cet audit devrait porter notamment sur les aspects évoqués plus haut et attester la bonne gestion financière de l'institution; il devrait être remis à l'autorité de décharge aussi rapidement que possible pour permettre à celle-ci d'examiner la décision définitive relative à la décharge 2001 au plus tard en octobre 2003;
Therefore calls on the Committee of the Regions to commission forthwith a detailed, full and independent audit, to be carried out by a recognised external institution - preferably by the European Court of Auditors - on the Committee's overall budget implementation as well as the financial and administrative management; considers that the audit should examine, inter alia, the areas listed above and attest to the sound financial management of the Institution, and that it should be delivered to the discharge authority as soon as possible in order to enable the latter to consider the final discharge decision for 2001 by October 2003 at the latest;
