The Commission is proposing a limited scope or 'lightweight' COM, which does not involve measures under the EAGGF, but does however go further than the Council request in that, in addition to the definitions, statistics, import and export licences system, and the establishment of an appropriate management committee, the proposal also contains elements such as the possibility of establishing tariff quotas and a safeguard clause, the possibility of prohibiting or restricting inward processing arrangements and a specific provision on state aid.

En ce qui concerne la seconde partie de l'amendement 14 relatif à la représentation des femmes dans les comités mentionnés, je signalerai que la Commission est déjà parvenue à un équilibre entre les sexes dans la composition des comités et qu'elle poursuit l'objectif d'une participation minimale de 40 % des deux sexes dans tous les comités et groupes d'experts.
Regarding the second part of Amendment No 14 relating to the representation of women in these committees, the Commission has already achieved a gender balance in committees and we have a goal of a participation of at least 40% of each gender in every committee and expert group.
