Points out that the link between education and training, particularly the pathway from vocational to higher education, demands that the opportunities for link-ups between vocational training and university education be expanded, with special emphasis on integrating them into mechanisms for the provision of career information, guidance and counselling; also takes the view that switching between training and employment ensures that recipients of vocational training acquire the skills in demand on the labour market;

(47) En ce qui concerne les cours combinant formation générale et formation spécifique (à savoir 70059 heures de formation générale et 74266 heures de formation spécifique), la Commission ne peut pas accepter la définition de la formation générale proposée par les autorités portugaises.
(47) As for the courses providing a mix of general and specific training (amounting to 70059 hours of general training and 74266 hours of specific training), the Commission cannot accept the definition of general training proposed by the Portuguese authorities.

(50) Sur la base des informations fournies, la Commission constate que les autorités portugaises ont identifié des éléments de formation générale dans des cours notifiés comme combinant formation générale et spécifique, en précisant les motifs pour lesquels tel ou tel module d'un cours comportait des éléments de formation générale.
(50) The Commission notes that, according to the information provided, the Portuguese authorities have identified general training components within the courses notified as providing both general and specific training, by ascertaining whether a particular module within a course provided elements of general training.

Dans la mesure où les cours notifiés par les autorités portugaises comme combinant formation générale et spécifique comportent un enseignement directement et principalement applicable au poste actuel des salariés et procurent des qualification qui ne sont pas transférables à d'autres entreprises ou d'autres domaines de travail ou ne le sont que dans une mesure limitée, la Commission en conclut que ces cours ne peuvent pas bénéficier des aides à la formation prévues pour la formation générale.
Since the courses notified by the Portuguese authorities as providing both general and specific training involve tuition directly and principally applicable to the employee's present position and provide qualifications which are not, or only to a limited extent, transferable to other firms or fields of work, the Commission concludes that such courses cannot qualify for training aid in respect of general training.

(13) Dans sa décision d'ouverture de la procédure du 19 décembre 2001(4), la Commission a exprimé ses doutes quant à la possibilité de considérer comme relevant de la formation générale les cours qui, selon les autorités portugaises, combinent formation générale et formation spécifique.
