À l’ère où la numérisation et la libéralisation commerciale sont en pleine expansion, y compris des biens et des services culturels, il importe de trouver le bon équilibre entre les droits des auteurs et les droits des utilisateurs ou des consommateurs afin de les faire bénéficier efficacement de ces progrès dans le domaine de la culture et de la connaissance, tout en combattant la piraterie et la contrefaçon dans un contexte d’harmonisation communautaire approfondie.
Furthermore, in this era of increasing digitalisation and commercial liberalisation – of cultural goods and services as well – it is important to achieve an appropriate and fair balance between the rights of authors and the rights of users or consumers with a view to ensuring effective access to this progress in the field of culture and knowledge, at the same time combating piracy and counterfeiting within a context of greater Community harmonisation.
