Notes that no account was taken of the introduction, on 1 January 2004, of German legislation which nevertheless contained a transitional provision concerning the existing collective agreements allowing derogations from Directive 2003/88/EC of the European Parliament and of the Council of 4 November 2003 concerning certain aspects of the organisation of working time until 31 December 2005, a deadline subsequently extended to 31 December 2006 by a decision of the German Bundesrat; expresses its surprise at this state of affairs and emphasises that the Commission must examine the German legislation and all collective agreements containing exemptions to working time legislation in order to assess whether Directive 2003/88/EC is being implemented thereby;

22. demande à la Commission et aux gouvernements des États membres d'apporter une aide financière à la chaîne TV Belsat et de prier instamment les autorités bélarussiennes d'enregistrer officiellement la chaîne au Belarus; demande au gouvernement du Belarus, en signe de bonne volonté et de changement positif, de permettre à l'université des humanités européennes en exil à Vilnius (Lituanie) de revenir légalement au Belarus, en disposant de véritables garanties de pouvoir fonctionner librement et de se réinstaller dans des conditions favorables à son développement futur à Minsk, notamment en permettant à cette université de réimplanter sa bibliothèque à Minsk en lui fournissant les locaux et en créant les conditions pour qu'elle puisse rouvrir et rendre accessibles à tous ses importantes collections en langues biélorusse, russe, anglaise, allemande et française;

Calls on the Commission and the governments of the Member States to grant financial support to TV Belsat and to urge the Belarusian Government officially to register Belsat in Belarus; calls on the Belarusian Government, as a sign of goodwill and positive change, to enable the Belarusian European Humanities University (EHU) in exile in Vilnius (Lithuania) to return legally to Belarus on the basis of genuine guarantees that it will be able to operate freely and re-establish itself under suitable conditions for its future development in Minsk, in particular by allowing it to re-establish its library in Minsk by providing the premises and creating the conditions which will enable it to make the extensive collections in Belarusian, Russian, English, German and French open and accessible to all;
