There are several co-decided regulations that transpose technical measures agreed for third-country waters covered under Regional Fisheries Management Organisations (RFMOs) such as the Convention on Conservation on Antarctic Living Marine Resources (CCALMR) and the International Convention for the Conservation of Atlantic Tunas (ICCAT) among others.

– having regard to Council Regulation (EC) No 1234/2007 of 22 October 2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation), to be taken over by the Commission legislative proposal of 19 October 2011, submitted under the TFEU ordinary legislative procedure (ex co-decision procedure), for a Regulation of the European Parliament and of the Council establishing a common organisation of the markets in agricultural products (Single CMO Regulation) (COM(2011)0626), which was recently approved by the three EU institutions concerned,

154. signale que, depuis l'entrée en vigueur du traité de Lisbonne, les directives et les autres actes législatifs relatifs à la lutte contre le terrorisme et à la criminalité organisée relèvent de la procédure de codécision, tandis que les accords internationaux sur ce thème nécessitent l'approbation du Parlement; ajoute que ces modifications donnent au Parlement un poids supplémentaire dans la recherche d'un équilibre entre les impératifs de sécurité et ceux relatifs aux droits de l'homme; s'engage par conséquent à agir en vertu de ses nouvelles prérogatives, en visant le respect et la promotion des droits de l'homme, des libertés civiles et politiques et de la démocratie de la même manière dans l'ensemble des relations de l'Union avec les États tiers ou les organisations régionales;

Notes that following the entry into force of the Lisbon Treaty the codecision procedure applies to directives and other forms of legislation on the fight against terrorism and organised crime, whereas international agreements related to this subject will have to be assented to by Parliament; notes that these changes will give Parliament additional leverage on the right balance between security and human rights; undertakes, therefore, to act in line with its new prerogatives by consistently calling for respect for, and promotion of, human rights, civil and political liberties and democracy in all the EU's relations with non-EU countries and regional organisations;

Believes that, as is the case for all big organisations, an analysis on how resources are used and how work is organised is sometimes necessary but can only be beneficial if handled correctly and if problems are clearly identified and objectives of the examination to be carried out are sufficiently specified, measurable and targeted; believes that in 2010, some specific sector(s) could be identified and looked at in this way; recalls, at the same time, the importance of the screening exercise that took place during 2008; wishes for this exercise to be continued and deepened so that it can be taken into account when deciding on the 2010 estimates; recalls that changing circumstances of the newly elected Parliament, increased co-decision powers, as well as other changes, should also be taken into consideration;

1. se félicite de l'extension de la codécision aux organisations communes des marchés agricoles ainsi qu'à d'autres dispositions nécessaires à la réalisation des objectifs de la politique agricole commune; demande toutefois que les lacunes qui subsistent, en ce qui concerne la codécision, dans le domaine agricole soient comblées dans le contexte d'une future révision du projet de constitution, en particulier des articles III-126, paragraphe 2 et III-127, paragraphe 3;

Welcomes the extension of codecision by the European Parliament to the common organisation of agricultural markets and the other provisions necessary for the objectives of the common agricultural policy to be realised; calls however for the gaps remaining in terms of codecision on agricultural policy, in particular in Articles III-230(2) and III-231(3), to be filled in the course of a future revision of the draft Constitution;

SE FÉLICITE de ce rapport, qui étudie les aspects organisationnels, administratifs et financiers de la mise en œuvre du cinquième programme-cadre, ainsi que de la rigueur de son analyse; PREND ACTE des conclusions générales du rapport, qui mettent en évidence la complexité des règles applicables aux mécanismes d'intervention du cinquième programme-cadre, ainsi que les lacunes existant dans les structures de la Commission du point de vue de l'organisation, de la coordination et de la gestion dans cinq directions générales et l'insuffisance des ressources humaines et des outils de soutien; SE FÉLICITE, dans le contexte de l'élaboration et de la mise en œuvre du sixième programme-cadre, des résultats obtenus par la Commission en matière de suivi et de mise en œuvre des recommandations de la Cour des comptes dans des domaines tels que les instruments de coordination et de gestion, le contrôle ex post des projets, la dotation en personnel et l'utilisation des technologies de l'information; RAPPELLE avec satisfaction que les actes législatifs relatifs au sixième programme-cadre ont été adoptés rapidement, en codécision avec le Parlement européen, ce qui a contribué au lancement effectif du programme; RECONNAÎT que des travaux sont nécessaires pour rationaliser davantage la gestion et les procédures appliquées aux proposants et aux promoteurs dans le cadre du sixième programme-cadre afin d'assurer une participation de qualité aux programmes communautaires de RDT et d'éviter toute charge administrative superflue, tout en veillant à ce que les intérêts financiers de la Communauté soient protégés conformément au règlement financier; NOTE que:
ACKNOWLEDGES the overall conclusions of the report which pointed to the complexity of the rules applicable to the Fifth Framework Programme intervention mechanisms, as well as to shortcomings in the Commission’s organisational, coordinating and management structures across five Directorates General, and insufficient human resources and support tools; WELCOMES, in the context of the preparation and implementation of the Sixth Framework Programme, the Commission’s achievements in following up and implementing the Court of Auditors’ recommendations in such areas as internal co-ordination and management instruments, ex-post control of projects, staffing and the use of information technology; RECALLS with satisfaction the expeditious manner in which the legislative Decisions on the Sixth Framework Programme were taken, in codecision with the European Parliament, which contributed to the effective launch of the programme; ACKNOWLEDGES that work is necessary to further streamline the management and the procedures applied to project proposers and promoters in the Sixth Framework Programme in order to achieve high quality participation in Community RTD programmes and to avoid unnecessary administrative burdens, while ensuring that the financial interests of the Community are safeguarded in accordance with the Financial Regulation; NOTES that:
