Je tiens à dire que, même si le projet de loi est jusqu'à un certain point une réalisation, car c'est la première mesure que le gouvernement actuel propose pour lutter sérieusement contre les changements climatiques, il demeure que c'est un compromis qui ne vient qu'après une exaspération absolue, fondamentale.
I want to make the point that while this bill is, to some extent, an achievement — because it is the first thing to be done about climate change by this government in any major way — the fact is that it is a compromise born out of absolute, fundamental frustration.
