11. invite le Conseil et la Commission à examiner en détail la possibilité complémentaire de sanctions "intelligentes”, comme le refus d'accorder certains visas, le gel des actifs, la limitation de la coopération militaire (y compris les exportations d'armes) ou des relations commerciales, toutes mesures qui semblent plus efficaces puisqu'elles ont pour cible la classe dirigeante plutôt que la population civile;
11. Calls on the Council and the Commission to give full consideration to the complementary possibility of 'smart' sanctions such as the refusal of certain visas, the freezing of assets, the limitation of military cooperation (including arms exports) or trade relations, which appear to be more effective as they target the ruling class rather than the civilian population;
