The proposal for the Council Decision aims at approving the accession of the European Union to CITES and at calling upon the President of the Council to designate the person empowered to proceed, on behalf of the European Union, to the deposit of the instrument of accession as provided for in Article XXI (1) of the Convention and of the declaration of competence provided for in Article XXI (3).

Un groupe d’archivistes européen, constitué d’experts désignés par les États membres et les institutions de l’Union, devrait assurer la coopération et la coordination en ce qui concerne les questions d’ordre général ayant trait aux archives, ainsi que le suivi des travaux visés dans le «rapport sur les archives dans l’Union européenne élargie» de février 2005, et plus particulièrement des mesures prioritaires citées au point B de la présente recommandation.
A European Archives Group, comprising experts designated by the Member States and the institutions of the Union, should ensure cooperation and coordination on general matters relating to archives and follow-up of the work referred to in the ‘Report on archives in the enlarged European Union’ of February 2005, and in particular the priority measures referred to in point B of this Recommendation.
