Mon collègue député M. Boştinaru a quitté cette enceinte et il ne peut donc plus répondre, mais je voudrais répondre à M. Szájer. En tant que citoyen roumain, je sais effectivement que les citoyens roumains vivant en dehors du territoire roumain peuvent voter et avoir un passeport. Tout comme la Constitution slovaque, de nombreuses Constitutions européennes fixent les droits de leurs citoyens vivant en dehors de leurs frontières.
My fellow Member, Mr Boştinaru is not in the Chamber anymore, so he cannot reply, but I would like to answer Mr Szájer that I, as a Romanian citizen, do know that Romanian citizens living outside the territory of Romania can vote and can have passports, and, similarly to the Slovak constitution, many European constitutions lay down the rights of their citizens living outside their borders. I do not see anything objectionable in this.

En effet, le fait que, désormais, 24 750 citoyens roumains au minimum pourront unir leurs forces afin de proposer de telles initiatives avec d’autres citoyens ressortissants d’au moins un quart des États membres ne peut être séparé d’un autre fait, à savoir qu’en vertu de la Constitution roumaine, une initiative législative ne peut être proposée à l’échelon strictement national que si elle réunit le soutien d’au moins 100 000 citoyens roumains.
Indeed, the fact that, from now on, a minimum of 24 750 Romanian citizens will be able to join forces to propose such initiatives with other citizens from a minimum of a quarter of Member States cannot be separated from another fact, which is that, according to the Romanian Constitution, a minimum of 100 000 Romanian citizens are required to submit a legislative initiative in a strictly national context.

Enfin, je regrette l'absence de M. Frattini dans ce débat, car il aurait dû lutter pour que les citoyens européens et les citoyens roumains soient traités correctement et puissent circuler librement, au lieu de favoriser des politiques discriminatoires à l’encontre des citoyens roumains, des citoyens de l’Union qui vivent et travaillent en Italie, dont la plupart sont bien intégrés dans la société italienne.
Finally, I regret Mr Frattini’s absence from the debate, since he would have had the obligation to fight for correct treatment and free movement of European citizens and Romanian citizens and not to promote discriminatory policies for Romanian citizens, Community citizens who live and work in Italy, most of them being correctly integrated into Italian society.

The Permanent Representation of Romania to the European Union presents its compliments to the General Secretariat of the Council of the European Union and, further to the Permanent Representation's Verbal Note No 1629 of 21 February 2007 and on the basis of Article 2 of Council Regulation (EC) No 851/2005 of 2 June 2005 amending Council Regulation (EC) No 539/2001 of 15 March 2001 as regards the reciprocity mechanism, has the honour to communicate that, as of 19 March 2008, the Republic of Singapore has decided to extend the length of stay without visa for Romanian citizens travelling to that State from 30 to 90 days.

Par le règlement susmentionné, le Conseil a supprimé dans le règlement (CE) n° 539/2001 les dispositions qui avaient pour objet de maintenir temporairement l'obligation de visa pour les citoyens roumains. Conformément au protocole sur la position du Royaume-Uni et de l'Irlande annexé au traité sur l'Union européenne et à celui instituant la Communauté européenne, l'Irlande et le Royaume-Uni ne participent pas à l'adoption du présent règlement.
In accordance with the Protocol on the position of the United Kingdom and Ireland annexed to the Treaty on European Union and to the Treaty establishing the European Community, those two Member States did not take part in the adoption of this Regulation.
