En dépit de la crise économique mondiale, Hong Kong a continué d'abriter l'un des milieux d'affaires européens les plus importants d'Asie et a encore attiré un grand nombre de citoyens européens venant résider et travailler sur son territoire, lesquels représentaient au total près de 31 100 personnes à la fin de l'année 2010, selon les chiffres officiels de l'immigration de Hong Kong.
Despite the global economic crisis, Hong Kong is still home to one of the biggest European business communities in Asia and continues to attract a large number of European citizens to reside and work in the territory, totalling around 31,100 as at the end of 2010 according to official Hong Kong Immigration figures.

Reiterates that, in order to avoid inconsistencies in the area of the EU internal market, for the purpose of employment Member States must give preference to Union citizens and may give preference to third-country nationals who apply for highly qualified employment, as set out in Council Directive 2009/50/EC of 25 May 2009 on the conditions of entry and residence of third-country nationals for the purposes of highly qualified employment ; stresses the importance of rejecting applications for an EU Blue Card in labour market sectors for which the access to workers from other Member States is restricted on the basis of transitional arrangements;

21. Recalls that the efforts developed by Parliament over the past years aimed to set up an information policy of the Union at the service of the citizens with better value for money and new synergies; in this context, asks for a plan of savings in administrative and human resources, in particular at decentralised level, to be presented by the interinstitutional group on information by 30 April 2003; considers that the reduction made on PRINCE, following the introduction of the euro, does not correspond to the initial aim of the programme which was to provide information on the priorities of the Union to the European citizens; therefore, re-establishes part of the appropriations with a breakdown reflecting the new priorities such as enlargement and the future of the Union; reminds the Commission that it should not undermine the principles underlying the PRINCE programme as agreed in the 1996 budget; welcomes the introduction in the budget of appropriations for facilitating access to documents for the European citizens;

ANNEX DRAFT CODE OF CONDUCT CONCERNING PUBLIC ACCESS TO COUNCIL AND COMMISSION DOCUMENTS The Council and the Commission, HAVING REGARD to the Declaration on the Right of Access to Information annexed to the Final Act of the Treaty on European Union, which emphasizes that transparency of the decision-making process strengthens the democratic nature of the Institutions and the public's confidence in the administration, HAVING REGARD to the conclusions wherein the European Councils in Birmingham and Edinburgh agreed on a number of principles to promote a Community closer to its citizens, HAVING REGARD to the conclusions of the European Council in Copenhagen, reaffirming the principle of giving citizens the greatest possible access to information and calling on the Council and the Commission to adopt at an early date the necessary measures for putting this principle into practice, CONSIDERING it desirable to establish by common agreement the principles which will govern access to Commission and Council documents, it being understood that it is for each of them to implement these principles by means of specific regulations, WHEREAS the said principles are without prejudice to the relevant provisions on access to files directly concerning persons with a specific interest in them, WHEREAS these principles will have to be implemented in full compliance with the provisions concerning classified information, WHEREAS this code of conduct is an additional element in their information and communication policy, HAVE AGREED AS FOLLOWS: General principle The public will have the widest possible access to documents held by the Commission and the Council".
