Mme Judy Wasylycia-Leis (Winnipeg-Centre-Nord, NPD): Monsieur le Président, au moment de commencer ma première intervention en cette assemblée démocratique, je ressens un intense sentiment de responsabilité, celle que m'ont confiée les habitants de la circonscription de Winnipeg-Nord-Centre, une circonscription qui est reconnue partout au Canada comme un symbole, un modèle de la lutte pour la dignité, l'égalité, l'équité et la justice dans notre société d'aujourd'hui.
Ms. Judy Wasylycia-Leis (Winnipeg North Centre, NDP): Mr. Speaker, I begin my first speech in this assembly of democracy feeling a tremendous sense of responsibility given to me by the people in my constituency of Winnipeg North Centre, a constituency which is recognized right across this country as a symbol, as an example of the struggle for dignity, equality and justice in society today.

The Rhineland. In the state of North Rhine-Westphalia this includes the government regions of Cologne (without the Oberbergisch district) and the following districts in the government region of Düsseldorf: Mettmann, Düsseldorf City, Rhine District of Neuss, Mönchengladbach City, Viersen, Krefeld City, Cleves District and Wesel District. In the State of Rhineland-Palatinate, it includes the rural districts of Ahrweiler and Mayen-Koblenz.

The grounds for this decision (which took no account of Mr Achille Occhetto's statement of withdrawal) were that, 'unlike what occurred in the case of the first constituency (Italy North-West), Mr Achille Occhetto's 7 July 2004 decision to withdraw as a candidate for election to the European Parliament has had no effect and must therefore be regarded as revocable, since it was taken before the start of the procedure to replace Mr Antonio Di Pietro with the candidate who comes immediately after him on the same list and in the fourth constituency (Italy South)'.
