22. considère le programme CIP comme l'un des principaux instruments de réalisation de la stratégie Europe 2020 et comme un outil essentiel pour faciliter l'accès au financement, notamment pour les PME innovantes; décide par conséquent de relever les crédits d'engagement et de paiement du programme "innovation et esprit d'entreprise" du CIP et du programme "énergie intelligente – Europe" du CIP et, sur l'insistance des PME, de revoir à la hausse les crédits d'engagement et de paiement des instruments financiers du programme;
22. Considers the CIP programme as one of the main deliverers of Europe 2020 and an essential tool to facilitate access to finance, in particular for innovative SMEs; decides, therefore, to increase commitment and payment appropriations in favour of the CIP Entrepreneurship and Innovation Programme and CIP Intelligent Energy Europe as well as, in line with the increasing demands by SMEs, to increase both CA and PA for the financial instruments under this programme;

5. demande que les PME et les entrepreneurs, et tout particulièrement les femmes entrepreneurs, statistiquement caractérisées par une propension majeure à la prise de risque mais fortement discriminées pour ce qui est de l'accès aux financements, soient placés au cœur de la stratégie Europe 2020; demande, par conséquent, qu'un meilleur soutien soit apporté, dans le cadre du prochain CFP, à tous les programmes et instruments visant à promouvoir les PME, en particulier il programme-cadre pour l'innovation et la compétitivité (CIP); insiste de nouveau sur la nécessité d'une meilleure accessibilité, sans aucune distinction de genre, aux instruments de financement et de leur mise en adéquation avec les exigences des PME, notamment en élargissant les instruments de garantie du CIP et du mécanisme de financement avec répartition des risques dans le cadre du programme-cadre pour la recherche;
5. Calls for SMEs and entrepreneurs, with a particular focus on women entrepreneurs, who are statistically less risk-averse but are strongly discriminated against with regard to access to financing, to be placed at the heart of the Europe 2020 strategy; demands, accordingly, enhanced support in the next MFF for all programmes and instruments aimed at fostering SMEs, in particular the Competitiveness and Innovation Programme (CIP); stresses, further, the need for greater accessibility of financing instruments, without any distinction of gender, and adaptation of those instruments to the needs of SMEs, inter alia through the extension and expansion of the CIP’s guarantee instruments and the Risk-Sharing Finance Facility (RSFF) under the Research Framework Programme;
