Lors de cette réunion, un examen de la proposition de règlement du Parlement européen et du Conseil qui procède à une refonte du règlement (CE) n° 549/2004 du 10 mars 2004 fixant le cadre pour la réalisation du ciel unique européen, du règlement (CE) n° 550/2004 du 10 mars 2004 relatif à la fourniture de services de navigation aérienne dans le ciel unique européen, du règlement (CE) n° 551/2004 du 10 mars 2004 relatif à l'organisation et à l'utilisation de l'espace aérien dans le ciel unique européen et du règlement (CE) n° 552/2004 du 10 mars 2004 concernant l'interopérabilité du réseau européen de gestion du trafic aérien a conduit le groupe consultatif à constater, d'un commun accord, ce qui suit:
At that meeting, an examination of the proposal for a Regulation of the European Parliament and of the Council recasting Regulation (EC) No 549/2004 of 10 March 2004 laying down the framework for the creation of the single European sky, Regulation (EC) No 550/2004 of 10 March 2004 on the provision of air navigation services in the single European sky, Regulation (EC) No 551/2004 of 10 March 2004 on the organisation and use of the airspace in the single European sky and Regulation (EC) No 552/2004 of 10 March 2004 on the interoperability of the European air traffic management network resulted in the Consultative Working Party’s establishing, by common accord, as follows.

54. considère le ciel unique européen, imaginé il y a plus de dix ans, comme un projet très important; craint, si l'Union européenne n'agit pas dans les prochaines années, que l'espace aérien au centre de l'Europe ne devienne si saturé que la croissance ne soit plus possible; appelle donc de ses vœux une réforme de l'espace aérien, idée qui est déjà reprise par les États membres grâce à la réforme des systèmes actuels de contrôle aérien et à l'introduction de blocs d'espace aérien fonctionnels; se réjouit de ce que le système européen de nouvelle génération pour la gestion du trafic aérien (SESAR), qui est le volet technique du ciel unique européen, se développe bien; souligne que ce nouveau système profitera à tous, notamment aux compagnies aériennes européennes; presse la Commission de rendre opérationnels tous les blocs d'espace aérien fonctionnels; souhaite que l'on encourage une utilisation accrue des aéroports régionaux;

Regards the Single European Sky (SES), designed more than 10 years ago, as a very important project; fears that if the European Union does not act in the coming years the central airspace of Europe will become so saturated that growth will no longer be possible; calls, therefore, for a reform of the airspace, an idea that has already been adopted by Member States through the reform of existing systems of air traffic control and the introduction of functional airspace blocks (FABs); welcomes the fact that SESAR, the SES technology element, is developing well; stresses that the new system will be beneficial for all, in particular for the European airlines; urges the Commission to make all FABs operational; calls for encouragement for greater use of regional airports;

Les FAB sont des mécanismes essentiels du ciel unique européen pour bénéficier des avantages opérationnels d’une coopération renforcée entre les fournisseurs de services aériens, et ce, le cas échéant, via un fournisseur intégré.
FABs are key mechanisms of the Single European Sky (SES) to deliver the operational benefits of enhanced cooperation among air navigation service providers and, where appropriate, through an integrated provider.

(3) L’adoption par le Parlement européen et le Conseil du premier paquet législatif sur le ciel unique européen, à savoir du règlement (CE) n° 549/2004 du 10 mars 2004 fixant le cadre pour la réalisation du ciel unique européen («règlement-cadre»), du règlement (CE) n° 550/2004 du 10 mars 2004 relatif à la fourniture de services de navigation aérienne dans le ciel unique européen («règlement sur la fourniture de service»), du règlement (CE) n° 551/2004 du 10 mars 2004 relatif à l’organisation et à l’utilisation de l’espace aérien dans le ciel unique européen («règlement sur l’espace aérien») et du règlement (CE) n° 552/2004 du 10 mars 2004 concernant l’interopérabilité du réseau européen de gestion du trafic aérien («règlement sur l’interopérabilité»), a établi une base juridique solide pour un système de gestion du trafic aérien (ci-après «GTA») sans discontinuité, interopérable et sûr.
(3) The adoption by the European Parliament and the Council of the first package of the single European sky legislation, namely, Regulation (EC) No 549/2004 of 10 March 2004 laying down the framework for the creation of the single European sky (the framework Regulation), Regulation (EC) No 550/2004 of 10 March 2004 on the provision of air navigation services in the single European sky (the service provision Regulation), Regulation (EC) No 551/2004 of 10 March 2004 on the organisation and use of the airspace in the single European sky (the airspace Regulation), and Regulation (EC) No 552/2004 of 10 March 2004 on the interoperability of the European air traffic management network (the interoperability Regulation), laid down a firm legal basis for a seamless, interoperable and safe air traffic management (ATM) system.

In order to create the Single European Sky, measures should be adopted in relation to systems, constituents and associated procedures with the objective of ensuring the interoperability of the European air traffic management network (EATMN) consistent with the provision of air navigation services as provided for in Regulation (EC) No 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the Single European Sky (the service provision Regulation)[23] and the organisation and use of airspace as provided for in Regulation (EC) No 551/2004 of the European Parliament and of the Council of 10 March 2003 on the organisation and use of the airspace in the Single European Sky (the airspace Regulation)[24].
