Le présent règlement fixe certaines procédures d'adoption de modalités concrètes pour la mise en œuvre de certaines dispositions de l'accord de stabilisation et d'association entre les Communautés européennes et leurs États membres, d'une part, et la Bosnie-et-Herzégovine, d'autre part (ci-après dénommé «ASA»), ainsi que de l'accord intérimaire entre la Communauté européenne, d'une part, et la Bosnie-et-Herzégovine, d'autre part (ci-après dénommé «accord intérimaire»).
This Regulation lays down certain procedures for the adoption of detailed rules for the implementation of certain provisions of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Bosnia and Herzegovina, of the other part (‘SAA’), and of the Interim Agreement on trade and trade-related matters between the European Community, of the one part, and Bosnia and Herzegovina, of the other part (‘Interim Agreement’).

Calls on the Council to sign the AAs/DCFTAs between the EU and its Member States and Moldova and Georgia, respectively; expresses its approval of the proposal for a Council decision on the provisional application of the EU–Moldova and EU–Georgia AAs immediately upon signature; urges the General Secretariat of the Council of the European Union to reduce the notification procedures following the signing of the AAs, so that provisional application can take effect as soon as possible after signing; states its intention, in the event of all requirements being met and the AAs subsequently being signed, to proceed with full ratification of the EU–Moldova and EU–Georgia AAs as soon as possible and before the end of the Commission’s current term; calls for the allocation to those countries of the additional financial assistance required; calls, furthermore, for a frank and open dialogue with the Russian Federation in order to make every effort to develop synergies aimed at benefiting EaP countries;

Le deuxième accord du 31 octobre 1995 (ci-après «l’accord FOGASA II») portait sur les montants que le FOGASA avait continués à verser après l’accord du 5 novembre 1993 au titre des salaires et indemnités dus par SNIACE à son personnel.
The second agreement of 31 October 1995 (hereinafter the FOGASA II agreement) related to the amounts that FOGASA had continued to pay after the agreement of 5 November 1993 in wages and compensation that SNIACE owed to its staff.

Le premier accord du 5 novembre 1993 (ci-après «accord FOGASA I») portait sur les montants versés par le FOGASA au titre des salaires et indemnités dus par SNIACE à son personnel.

As with the implementation of the FOGASA I agreement, the Commission considers that FOGASA’s behaviour is not comparable to that of BANESTO, which sought to protect a part of its loan by concluding the 1996 agreement, whereas FOGASA, which had only recovered a part of the debts that were covered by the 1993 agreement, concluded a new agreement in 1995 relating to new debts.
