The GOC argues that the Commission has not found that the GOC benchmark rates reflect a non-commercial distortion (thereby conceding that the Chinese market interest rates generally reflect adequate remuneration) and that the fact that there is only a lower limit on the interest rates for commercial loans works to the detriment of the exporting producers making use of such loans rather than benefit.
