In its resolution of 31 January 2008 on the outcome of the Bali Conference on Climate Change (COP 13 and COP/MOP 3) , the European Parliament recalled its position that industrialised countries should commit to reducing their greenhouse gas emissions by at least 30 % by 2020 and by 60 to 80 % by 2050, compared to 1990 levels. Given that it anticipates a positive outcome to the COP 15 negotiations that will be held in Copenhagen in 2009, the European Union should begin to prepare tougher emission reduction targets for 2020 and beyond, and should seek to ensure that, after 2013, the Community scheme allows, if necessary, for more stringent emission caps, as part of the Union’s contribution to a future international agreement on climate change (hereinafter referred to as the international agreement on climate change).

Upon the approval of an international agreement on climate change for the period after 2012 and as provided for in that agreement, the Community and its Member States should participate in the financing of assistance for developing countries which have ratified the agreement, in particular for communities and countries most at risk from climate change, with the aim of supporting them in their adaptation and risk reduction strategies.

Given that the Community supports the equitable distribution of CDM projects, including through the Commission’s Global Climate Change Alliance as set out in the Commission Communication of 18 September 2007 entitled ‘Building a Global Climate Change Alliance between the European Union and poor developing countries most vulnerable to climate change’, it is appropriate to provide certainty on the acceptance of credits from projects started after the period from 2008 to 2012 in LDCs, for project types that were eligible for use in the Community scheme during the period from 2008 to 2012.

IS ENCOURAGED by the positive, forward-looking contributions made in discussions on future action to tackle climate change at the UNFCCC Seminar of Governmental Experts in May 2005; WELCOMES the commitment of the G8 countries to moving forward the global discussion on long-term co-operative action to address climate change at the UN Climate Change Conference in Montreal in December 2005. RECOGNISES that Article 3(9) of the Kyoto Protocol provides that the first Conference of the Parties serving as the Meeting of the Parties to the Protocol shall initiate the consideration of further commitments to be undertaken by developed countries at least seven years before the end of the first commitment period; and STRESSES that the COP/MOP should therefore initiate such considerations at its first meeting in December 2005 in Montreal; RECALLS also that Article 9 provides for a first review of the Kyoto Protocol at the second session of the Conference of the Parties serving as the meeting of the Parties to the Protocol, and that this review is to be coordinated with pertinent reviews under the United Nations Framework Convention on Climate Change. RECALLING the commitment in the "Bonn Political Declaration" on climate change funding for developing countries, REAFFIRMS its determination to deliver USD 369 million annually by 2005 and REITERATES that the relevant Member States will report on their respective contributions in their national communications as of 2006; EMPHASISES the need to start within the context of the UN climate change process the consideration of the post 2012 framework promptly and in this regard REITERATES that mitigation of climate change is a cornerstone of present and future climate change policies and that, since climate change is now inevitable, adaptation to climate change is another key element of such policies; CONGRATULATES all Parties to the Convention on the progress made in 10 years implementation of the Convention; LOOKS FORWARD to engaging in panel discussions at the high level segment of the tenth session of the Conference of Parties in Buenos Aires in December 2004 to exchange views on accomplishments and future challenges".

Les deux documents représentent un pas important dans les préparatifs de la ratification du protocole de Kyoto par l'UE après la sixième conférence des parties (COP6) à la convention-cadre des Nations Unies sur le changement climatique qui doit avoir lieu à La Haye en novembre prochain.
