1 quater. rappelle que, dans sa résolution du 8 juin 2011 sur «Investir dans l’avenir: un nouveau cadre financier pluriannuel (CFP) pour une Europe compétitive, durable et inclusive», le Parlement européen a indiqué que la protection civile (article 196 du traité FUE) figurait parmi les domaines dans lesquels l’entrée en vigueur du traité de Lisbonne avait conféré à l’Union de nouvelles prérogatives importantes et rappelle dans ce contexte l’article 311 du traité FUE qui exige de l’Union qu’elle se dote des moyens nécessaires pour atteindre ses objectifs et mener à bien ses politiques.
