Stresses that sound financial management, improved management by the Member States and the Commission matching political priorities and financial needs should remain a priority for the coming years, and that this objective should be pursued through prior identification of positive and negative priorities rather than through self-imposed ceilings, therefore believes that the MFF should have a greater degree of flexibility; emphasises that the challenges facing the EU (with crises in food, energy and the financial sectors) are of a magnitude rarely seen in its history; considers that a truly European response to these crises requires international legislative and budgetary measures;

Pour que cette procédure exigeante soit couronnée de succès, et conformément à l'article 312, paragraphe 5, du traité FUE, votre rapporteur prie instamment le Conseil et la Commission de déployer tous les efforts afin de parvenir rapidement à un accord avec le Parlement sur une méthode pratique de travail pour la négociation sur le CFP, qui devrait comporter notamment le ferme engagement du Conseil de débattre des propositions relatives aux nouvelles ressources propres.
In view of succeeding in this demanding procedure, and in compliance with Article 312(5) TFEU, the rapporteur urges the Council and the Commission to make every necessary effort to swiftly reach an agreement with Parliament on a practical working method for the MFF negotiating process that should also include a firm commitment by Council to discuss the proposals on new own resources.

Stresses the need for a mid-term revision to be enshrined in the MFF regulation, with a specific procedure including a binding calendar ensuring the full involvement of the next Parliament; considers that the Commission should table a legislative proposal enabling the revised MFF to be adopted in time for the 2018 budgetary procedure; stresses that the mid-term revision should not hamper the stability of investment prospects and should protect the beneficiaries and the stability of long-term programming and investments;

Stresses the need, if the MFF period is longer than 5 years, for an obligatory Mid-term Review allowing for a quantitative as well as qualitative analysis and stock-taking on the functioning of the MFF; underlines that, in the future, the Mid-term Review should become a legally binding obligation enshrined in the MFF regulation, with a specific procedure including a binding calendar, which ensures full involvement of the Parliament in its role of legislative and budgetary authority; stresses that, if the review should establish the inadequacy of the ceilings for the rest of the period, a real possibility to revise them should be guaranteed;
