36. en ce qui concerne la rubrique 4 "L'UE en tant que partenaire mondial", est préoccupé par le sous-financement chronique de cette rubrique dans le CFP 2007–2013; approuve les augmentations proposées, notamment pour le Kosovo et la Palestine, par la Commission dans sa lettre rectificative n°1/2008 à l'APB du 17 septembre 2007; se félicite du recours à l'instrument de flexibilité pour financer 70 000 000 EUR de l'augmentation destinée à la PESC; ajuste sa première lecture concernant la rubrique 4 conformément à ses priorités, compte tenu du résultat de la concertation du 23 novembre 2007;
36. On heading 4, "EU as a global partner", is concerned by the chronic under-financing of this heading in the 2007-2013 MFF; supports the increases, including for Kosovo and Palestine, in the Commission's letter of amendment No 1/2008 to the PDB of 17 September 2007; welcomes the use of the flexibility instrument to fund EUR 70 million of the increase for CFSP; adjusts its first reading for heading 4 in line with its priorities in light of the outcome of the 23 November 2007 conciliation;
