15. Notes that in 2014, the Commission’s Internal Audit Service (IAS) followed up the status of implementation of the accepted recommendations from the "Limited Review on Grant Management – Preparation of Annual Grant Agreements" in the Institute; notes moreover that this limited review resulted in six recommendations, of which one marked as "Critical" and four as "Very Important", and that the Institute responded to the six recommendations by a detailed action plan comprising 25 actions, amongst which 13 were due by 31 August 2013 or before and 10 were reported as "Ready For Review" by this date;

8. 8. Notwithstanding any other Act of Parliament, where the person to whom the annual subsidy is payable under an agreement, or any assignee of that person under the agreement or any other agreement entered into pursuant to the agreement, is indebted to Her Majesty in right of Canada, the amount of the indebtedness may not be retained by way of deduction from or set-off against any sum of money that may be due or payable by Her Majesty to that person or assignee on account of the annual subsidy.

6 (1) In the accounts between the several provinces and Canada, the amounts by which the yearly subsidy to each province was increased by An Act to re-adjust the amounts payable to and chargeable against the several Provinces of Canada by the Dominion Government, so far as they depend on the debt with which they respectively entered the Union, chapter 30 of the Statutes of Canada, 1873, as explained with respect to the Province of Nova Scotia by An Act to declare the intention of the Act thirty-sixth Victoria, chapter thirty, as regards the subsidy to be allowed to Nova Scotia, chapter 3 of the Statutes of Canada, 1874, shall be calculated and allowed to the Provinces of Ontario and Quebec jointly, as having formed the former Province of Canada, and to the Provinces of Nova Scotia and New Brunswick, as if those Acts had directed that such increase be allowed from the day of the coming into force of the Constitution Act, 1867.

En effet, le gouvernement annonce l'élimination de la subvention annuelle de 560 millions pour le Nid-de-Corbeau et, d'autres l'ont dit avant moi mais je pense qu'il n'est pas inutile de le répéter, cette subvention s'applique surtout aux fermiers de l'Ouest et leur permet d'avoir des prix avantageux pour le transport du grain. Toutefois, pour aider les agriculteurs à encaisser la disparition de cette subvention, le ministre des Finances a prévu de leur accorder 1,6 milliard en compensation des pertes en valeur foncière de leur propriété, de même qu'un milliard en garantie de crédit pour l'achat de céréales, et un autre montant de 300 millions leur sera versé sur cinq ans à titre de mesure de transition.
However, to help farmers adapt to the change, the Minister of Finance will give them $1.6 billion as compensation for the loss in value of their land, $1 billion in loan guarantees to buy grain and $300 million over a five-year period to facilitate the transition.
