Amongst those affected were also Members of the European Parliament, who were, as I was, unable to come to the Strasbourg part-session this week. A great deal of controversy has surrounded our meeting in Strasbourg this week, because some Members simply could not get to it from their constituencies.

This is an attempt to impose the so-called ‘symbols of the Union’, in this case by incorporating them in the Rules of Procedure of this Parliament, which will stipulate that ‘the flag shall be flown at all Parliament premises and on the occasion of official events’, that it ‘shall be used in each meeting room of the Parliament’, that ‘the anthem shall be performed at the opening of each constitutive session and at other solemn sittings’ and that ‘the motto [United in Diversity] shall be reproduced on Parliament’s official documents’.

Les représentants des villes et des régions d'Europe ont aussi adopté une résolution sur les recommandations de la Convention européenne et une déclaration sur le transfert de connaissances au profit des collectivités locales de la partie septentrionale de Chypre.
The members of the CoR went on to debate two opinions on the structural funds, one drafted by Mr Schneider (DE/EPP), the other an outlook report by Raffaele Fitto (IT/EPP) and Jean Claude Van Cauwenberghe (BE/PES) - see out separate press releases for details. The full list of opinions adopted at the session is below. The representatives of Europe's cities and regions also adopted a resolution on the recommendations of the European Convention and a declaration on the transfer of knowledge to the municipalities in the northern part of Cyprus.

RAPPELLE l'importance qu'il attache, en particulier pour ce qui est des PME, au programme-relais de la Commission en matière de simplification de la législation communautaire, notamment en tant qu'élément clé des efforts déployés pour renforcer la compétitivité en réduisant, le cas échéant, les contraintes réglementaires qui pèsent sur les opérateurs économiques; SE FÉLICITE des progrès accomplis depuis la session qu'il a tenue en mai 2004 en ce qui concerne la définition, sur la base de contributions des États membres, d'actes juridiques spécifiques qui semblent offrir des possibilités particulières en matière de simplification du point de vue de la compétitivité; CONVIENT de transmettre la liste figurant en annexe , qui recense les priorités du Conseil en matière de simplification, accompagnées de solutions éventuelles, à la Commission, en invitant cette dernière à les intégrer dans les mises à jour futures de son programme-relais de propositions législatives envisagées ou à prendre toute autre mesure appropriée; NOTE à cet égard que, par ailleurs, il apparaît clairement qu'il est nécessaire de codifier les actes juridiques, en particulier dans le secteur des transports; la Commission est invitée à envisager cette codification dans le cadre de la prochaine étape de son programme de codification; INVITE la Commission à tenir compte des priorités du Conseil en matière de simplification et à rendre compte des résultats lors de la session du Conseil qui se tiendra en mars 2005; MANIFESTE son intention de poursuivre les travaux visant à définir, régulièrement et de manière systématique, des priorités en matière de simplification, en tant qu'effort permanent déployé dans le cadre plus large de l'amélioration de la réglementation, et à renforcer la compétitivité de l'économie européenne.
REITERATES the importance which it attaches, in particular as regards SMEs, to the Commission's Rolling Programme for simplification of Community legislation, inter alia as a key component of the efforts to enhance competitiveness by reducing where necessary the regulatory burden on economic operators; WELCOMES the progress achieved since its session in May 2004 in identifying, on the basis of contributions from the Member States, individual legal acts which seem to offer a particular potential for simplification from the point of view of competitiveness; AGREES to submit the attached list of Council priorities for simplification, with possible solutions, to the Commission with the invitation to include these in future updates of its rolling programme of planned legislative proposals or to take any other appropriate action; NOTES in this regard that, in addition, there appears to be a clear need for codification of legal acts, in particular in the transport sector, which the Commission is invited to consider for the next phase of its codification programme; INVITES the Commission to take account of the Council's priorities for simplification and to report on the result to the Council session in March 2005; STATES its intention to pursue work on identifying, on a regular basis and on the basis of a systematic approach, priorities for simplification as a continuous process in the broader framework of Better regulation and enhancing the competitiveness of the European economy.
