Notes that the report includes standardised information on issued export licences, but does not include comprehensive information on real arms exports; urges the Council and the VP/HR to look at ways of improving compliance with the reporting obligation and increasing the transparency and public scrutiny of the export control framework, in particular ensuring that Member States report all arms exports; calls for this shortcoming to be remedied and for provision be made accordingly for an annual report that highlights the real export data, disaggregated by type and destination;

Is concerned that, despite the Court of Auditors' information provided in its 2011 AWP and the persistent requests from Parliament, the Special Report on cost-benchmarking of the Agencies has not been delivered yet; acknowledges the Court of Auditors' efforts to provide Parliament with information dealing with cost-benchmarking of the Agencies; is however surprised that on 15 February 2012 the President of the Court of Auditors sent a letter with an annex to the President of Parliament stating basically that the annex (i) is not the Special Report on cost benchmarking of the Agencies, (ii) is of a non-public nature and (iii) that it could be used for the 2011 discharge, although the data in the annex cover 2008-2010; urges the Court of Auditors to enhance its efforts to deliver the Special Report on the cost-benchmarking of the Agencies to Parliament and the public in line with professional standards on auditing;

The motion for a resolution contains aspects, in more detail, with which we cannot agree, particularly the promotion of ‘world-wide carbon emission trading’, given that this solution has already shown not to offer advantages in reducing carbon emissions, as well as the creation of more public-private partnerships, emphasising a ‘substantive increase in the portion of public investment’, thus using public money to serve private interests and profit.
