(2) In the case of a capital tax that has been eliminated as described in paragraph 10(2)(b), the estimated foregone revenue for a province in respect of a period is the amount determined by the Minister to be the estimated amount of revenue in respect of the capital tax that the province would have received in respect of the period from financial institutions that would have been subject to tax under Part I of the Income Tax Act under the laws of the province as they read on March 18, 2007, including any enactment that would be applicable to the period but that had not come into force on or before that date.

Strongly reiterates its concerns about the decision of the Constitutional Court to repeal the guaranteed 22 competences of the Autonomous Province of Vojvodina, leaving a worrying number of unresolved issues which need to be addressed; calls, in this connection, for respect to be shown for the principles of the rule of law and subsidiarity; reminds the parties again that, under the terms of the Constitution, the law on the financing of the Autonomous Province should have been adopted by the end of 2008; encourages the government, therefore, to submit the matter to the parliament without any further delay, as it is vital to the functioning of democracy and the rule of law in Serbia;

Que, de l’avis de la Chambre, le gouvernement devrait, tel que le propose le Bloc Québécois depuis longtemps et maintenant le député de Beauce, mettre fin au soi-disant pouvoir fédéral de dépenser dans les champs de compétence du Québec et des provinces, éliminer les programmes fédéraux qui violent la division des pouvoirs et transférer des points d’impôt aux provinces et ce, de la façon suivante : a) en éliminant toutes les dépenses effectuées par le gouvernement fédéral dans un champ de compétence du Québec et des provinces, à moins d’une autorisation expresse du Québec ou de la province; b) en prévoyant un droit de retrait systématique avec pleine compensation financière et sans condition, pour tous les programmes existants ou non, cofinancés ou non, qui empiètent dans les champs de compétence du Québec et des provinces; c) en transférant, à la demande du Québec ou d’une province, un espace fiscal sous la forme de points d’impôt et/ou de TPS afin de remplacer les sommes que cette province aurait autrement reçues en vertu du transfert canadien en santé, des programmes fédéraux dans ses champs de compétence, de même qu’en vertu du transfert pour les programmes sociaux et l’éducation postsecondaire au niveau indexé de 1994-1995.
That, in the opinion of the House, the government should, as long called for by the Bloc Québécois and now called for by the Member for Beauce, end the so-called federal spending power in the jurisdictions of Quebec and the provinces, eliminate the federal programs that violate the division of powers, and transfer tax points to the provinces by: (a) eliminating all federal spending in the jurisdictions of Quebec and the provinces, unless express authorization is given by Quebec or the province; (b) providing a systematic right to opt out with full financial compensation and without condition of all existing and future programs, whether co-funded or not, that intrude into jurisdictions of Quebec and the provinces; and (c) transferring, at the request of Quebec or a province, fiscal room in the form of tax points and/or GST to replace the amounts that the province would otherwise have received under the Canada Health Transfer, federal programs in its areas of jurisdiction and the transfer for social programs and post-secondary education indexed to 1994-1995 levels.

H. whereas, in 2011, 11 incidents were reported of children being used by armed groups to carry out suicide attacks, children continued to be victims of indiscriminate attacks, including by improvised explosive devices and suicide bombings, a total of 57 children were killed during the reporting period by landmines, explosive remnants of war and improvised explosive devices, bomb blasts, shelling and targeted attacks and, on 13 September 2011, TTP allegedly attacked a school bus in Khyber-Pakhtunkhwa, killing four children;
