Cette disposition s’applique en particulier aux États membres pour lesquels les activités spéciales n’ont pas été utilisées, ou uniquement de manière exceptionnelle, avant l’entrée en vigueur du présent règlement, afin de permettre la mise en œuvre de nouvelles opérations et de nouveaux projets, ainsi que d’un nouveau financement de la BEI et des banques ou institutions nationales de développement ou des plateformes d’investissement.
This shall in particular apply with respect to those Member States where EIB special activities have not been used or have been used only exceptionally before the entry into force of this Regulation, in order to allow for the implementation of additional operations and projects, as well as additional financing by the EIB and national promotional banks or institutions or investment platforms.

Reminds Member States that, together with the Commission and its initiatives on "energy education", the provision of information to citizens is mainly a national, regional and local responsibility and calls for an increased effort in facilitating the provision of information to citizens and the private sector; considers that this information should include information on the availability of existing and cost-effective technology and on the increasing scarcity of resources; calls on the Commission to support, together with relevant national, local and regional institutions, an EU wide information and awareness raising campaign on best practice in energy efficiency and to support networks of excellence;
