I wanted to say that the difference, or the tension, between law and convention is that perhaps convention should be enforceable by law, but it is not, and that is the problem because conventions are not written down in law or in the Constitution; or in some cases you could make the argument that certain laws could be convention if certain conditions are met, but that is not the way they are framed.
