Reaffirms that the new agreement should upgrade the current TLD into a transatlantic assembly, serving as a forum for parliamentary dialogue, identification of objectives and joint scrutiny of the implementation of the agreement, and for coordination of the work of both the European Parliament and the US Congress on issues of common concern, including close cooperation of committees and rapporteurs from both sides; considers that this assembly should meet in plenary twice a year and be comprised on an equal basis of both Members of the European Parliament and Members of both Houses of the US Congress; is of the view that the assembly could establish working groups to prepare the plenary meetings; reiterates that a reciprocal legislative early-warning system should be created within this assembly; believes that a steering committee should be responsible for enhancing cooperation between the legislative committees and rapporteurs of the European Parliament and the US Congress on legislation which is relevant with regard to further integration of the transatlantic market and in particular to the work of the TEC;

- (DE) Monsieur le Président, pour faire suite à la suggestion de M. Mauro et à l’amendement de M. Cohn-Bendit, je propose en effet que nous choisissions le mot «condamne» à cet endroit et que nous utilisions la deuxième partie, comme proposé par le groupe des Verts/ALE, en tant que paragraphe 13 bis. Nous aurions ainsi un vote en deux parties, ce qui pourrait bien offrir une solution de compromis à laquelle cette Assemblée pourrait souscrire.
– (DE) Mr President, further to Mr Mauro’s suggestion and Mr Cohn-Bendit’s amendment, I propose that we should indeed opt for the word ‘condemns’ at that point and use the second part, as proposed by the Verts/ALE Group, as a paragraph 13a. I, too, would support it were it to be that. The consequence of that would be that we would have a two-part vote, which might well be a compromise solution to which the House could agree.

NOTE que la communauté internationale s'est engagée à mettre pleinement en œuvre les résultats de la décision I sur la gouvernance internationale en matière d'environnement adoptée par le Conseil d'administration du PNUE lors de sa septième session extraordinaire, RÉAFFIRME que l'UE est disposée à prendre des mesures concrètes en vue de renforcer la gouvernance internationale en matière d'environnement, ce qui pourrait avoir pour conséquence d'élever le PNUE au rang d'institution spécialisée des Nations Unies ayant un mandat assez général pour les questions d'environnement, et de resserrer les liens entre la gouvernance internationale en matière d'environnement et la gouvernance en matière de développement durable; à cet égard, l'UE attend avec intérêt la prochaine réunion fructueuse du Conseil d'administration du PNUE et ses États membres réaffirment qu'ils sont prêts à fonder les contributions volontaires futures au PNUE sur les barèmes indicatifs des quotes-parts volontaires ainsi qu'il en a été décidé à Cartagena; et INVITE l'Assemblée générale à se pencher, lors de sa 57ème session, sur la question importante mais complexe de la participation de tous au Conseil d'administration/Forum ministériel mondial sur l'environnement et TRAITERA ACTIVEMENT cette question dans le contexte de la préparation du Forum ministériel mondial sur l'environnement en 2003.
28. NOTES the commitment of the international community to fully implement the outcomes of decision I on international environmental governance adopted by the UNEP Governing Council at its seventh special session, REAFFIRMS that the EU is ready to take concrete steps in order to strengthen IEG, which could lead to the upgrading of UNEP into a UN specialised agency with a broadly based mandate on environmental matters, and enhance linkages between IEG and sustainable development governance; in this regard the EU looks forward to a fruitful next UNEP governing council and its member-states reaffirm that they are ready to base future voluntary funding of UNEP on the voluntary indicative scales assessment as agreed in Cartagena; and INVITES the General Assembly at its 57 session to consider the important but complex issue of establishing universal membership for the Governing Council/Global Ministerial Environment Forum and WILL ACTIVELY PURSUE this issue in connection with the preparation of the Global Ministerial Environment Forum in 2003.
