Si le contexte historique avait été marqué par la volonté d’assurer un degré de confidentialité minimum et une transparence maximale, cette Assemblée comprendrait à mon sens plus aisément que, lorsqu’il est capital d’appliquer des procédures confidentielles, nous le faisons pour les meilleures raisons.
I realise that if there had been a historic background of trying to keep confidentiality to a minimum, and transparency to a maximum, then it would be easier for this House to understand that, when it is critically essential that we use confidential procedures, it is done for absolutely the best reasons.

- (ES) Monsieur le Président, si un des invités présents aujourd'hui dans les tribunes avait assisté au débat qui a eu lieu dans cette Assemblée au mois de mars, il ne comprendrait plus rien. En effet, aujourd'hui, la gauche de l'Assemblée a émis de nombreuses critiques à l'encontre du processus de Barcelone, alors qu'au mois de mars, lorsque nous avons évalué ce Conseil, nous avons voté une résolution extrêmement favorable.
– (ES) Mr President, if any of the guests in the galleries who are with us today had attended the debate that took place in this House in March, they would not understand a thing, because today the benches of the Left have piled on the criticisms of the Barcelona process when in March, on assessing that Council, we voted for an extremely favourable Resolution.
