Recalls that in July 2012, after three years of analysis and negotiations, the Commission, the Council and Parliament finally adopted the ‘Common Approach’, a political agreement concerning the future and the reform of the decentralised agencies; welcomes the fact that the Commission soon adopted thereafter a roadmap for the implementation of this Common Approach; notes that the prevention and management of conflicts of interest in the agencies was one of the Commission’s priority actions for 2013 but regrets that it intended to implement and launch this action alone;

– (RO) Compte tenu de la désignation le 3 février de la Hongrie et de la Roumanie comme coordonnateurs des domaines d’action prioritaires pour la protection de l’environnement dans la région du Danube, en particulier pour restaurer et assurer la qualité de l’eau, je voudrais vous demander quand ces coordonnateurs comptent lancer cette action prioritaire, car elle nous permettra de garantir la qualité de l’eau potable.
– (RO) Given that on 3 February Hungary and Romania were appointed Priority Area Coordinators for environmental protection in the Danube region, specifically for restoring and maintaining water quality, I would like to ask you when these coordinators are going to implement this priority action, because this will enable us to guarantee the quality of drinking water.

8. Acknowledges the fact that the Commission highlights the special situation of islands and peripheral regions in the guidelines on national regional aid for 2007-2013 and in the guidelines on state aid and risk capital for small and medium-sized undertakings; considers, however, that in order to deal more satisfactorily with the permanent disadvantage of such territories there should be increased flexibility in the implementation of existing and future state aid policies, without such flexibility causing unacceptable market distortions within the EU; asks the Commission to review its approach so as to take better account of the need of islands to enjoy access to the internal market on equal terms with mainland regions; considers, in this respect, that improved transport links should constitute a priority action in this field, especially in the case of ports and airports;

La Commission a pleinement conscience des conséquences qui découlent de cette pénurie d’organes et, pour cette raison, elle a indiqué comme action prioritaire dans son plan de travail 2004 relatif à la mise en œuvre du programme d’action communautaire dans le domaine de la santé publique (2003 - 2008), le développement d’une stratégie européenne destinée à sensibiliser et à renforcer la disponibilité des organes utilisés lors des transplantations.
The Commission is fully aware of the consequences resulting from the shortage of organs and, for that reason, it has indicated as a priority action in its work plan for 2004 for the implementation of the programme on Community action in the field of public health 2003-2008, the development of a strategy for the European Union in order to raise awareness and increase availability of organs used for transplantation.
