Si, par exemple, nous discutions d'échanges commerciaux avec le gouvernement de la Chine, et si ces négociations allaient bon train et que tout à coup, nous recevions une note d'une personne — je ne vois pas comment cette note pourrait nous parvenir, par contre — qui dirait que le Sénat du Canada condamne quelqu'un pour un acte donné, ou exhorte ce gouvernement étranger à prendre des mesures, je crois que cela risquerait d'avoir des répercussions sur la suite des négociations.
If we were engaged in a trade discussion, for example, with the Government of China, and those negotiations were going well, and all of a sudden along came a note from someone — I do not know how we would get it there — that said the Senate of Canada condemns someone for something, or urges that government to do something, I am not sure that would not have an effect upon the friendly nature that might have obtained to that point in respect of that negotiation.
