Deplores the Council Presidency’s reluctance to participate in the interinstitutional political meeting on payments proposed by Parliament as a follow-up to last year's budgetary conciliation; regards this behaviour as an irresponsible attempt to ignore the lack of payments issue and the question of RAL; considers such a meeting the ideal platform for the two arms of the budgetary authority to reach a common understanding - ahead of their respective positions on the draft budget - regarding the available data on implementation and absorption capacity and to correctly estimate the payment needs for 2012 and 2013; recalls that the payment appropriations proposed by the Commission in its draft budget are based on the estimates made by the Member States themselves; firmly believes, therefore, that any doubts or second thoughts - as expressed by some Council delegations - over the Commission's figures and calculations need to be communicated, examined and clarified as soon as possible, in order not to become an impediment to reaching an agreement in this year's conciliation;

the European Communities must remain united on the WTO negotiations; bilateral meetings had been held in Geneva since the beginning of the year with certain WTO partners in order to seek for common ground on sensitive products and to build up alliances; the offensive interests of the Community in Agriculture remain domestic supports and export refunds; she agreed with the Netherlands delegation to discuss the phasing out of the export refunds on their overall budgetary value rather than on their volume; the Commission will not table any new offer on agriculture following the last offer issued on 28 October 2005; she made clear in reference to remarks raised by the French delegation, that this offer was within the mandate granted by the Council to the Commission for the negotiations at the WTO, and that Geographical Indications were still being discussed; in response to a question raised by the Polish delegation, she also stated that the special safeguard clause was not to be given up; the importance of pursuing non-trade concerns, including those on Geographical Indications; despite a complicated schedule, the principle remained that "nothing could be agreed until everything is agreed"; The Commissioner undertook to keep the Council fully informed of the state of play on WTO negotiations and to report to the next Council meeting on 20th March in the light of the planned G6 Ministerial meeting to be held in London in the beginning of March.

Highlights the major external assistance programmes which could not be foreseen at the time of adopting the current financial perspective, such as Afghanistan, Iraq and the recent proposal for a reconstruction programme after the tsunami; is concerned about the need to provides resources for new strategic partnerships and expects the Council to recognise the current difficulties and to clearly commit to agreeing the new priorities without jeopardising the traditional policies; notes worrying decreases both for some geographical and thematic programmes and believes that a re-balancing of budgetary amounts and new resources is necessary; stresses the importance of the European Neighbourhood Policy, including support for democratic change in neighbouring countries; regrets the reduction in particular of the European Initiative for Democracy and Human Rights, the only external programme which can be applied without host country consent; highlights, further, the need to increase the EU's role at international level in the field of the CFSP and ESDP and wishes to explore the needs in the established joint CFSP-meetings with the UK Presidency before taking a final decision;

Je suis certain que la coopération en matière de questions budgétaires, telle qu’instituée par l’accord interinstitutionnel du 6 mai 1999 et initiée avec les trilogues et la réunion de conciliation de juillet, se poursuivra jusqu’à la fin de l’année et qu’elle permettra aux deux branches de l’autorité budgétaire, avec le soutien de la Commission, d’adopter d’ici la fin de la procédure budgétaire un budget à tous égards satisfaisant pour l’exercice 2004.
I am sure that cooperation in budgetary matters, as set out by the Interinstitutional Agreement of 6 May 1999, initiated with trialogues and the July conciliation meeting, will continue for the rest of the year, and that it will allow the two arms of the budgetary authority, with the assistance of the Commission, to adopt a budget for 2004 which is satisfactory in all respects by the end of this budgetary procedure.
