Definition: The schizophrenic disorders are characterized in general by fundamental and characteristic distortions of thinking and perception, and affects that are inappropriate or blunted. Clear consciousness and intellectual capacity are usually maintained although certain cognitive deficits may evolve in the course of time. The most important psychopathological phenomena include thought echo; thought insertion or withdrawal; thought broadcasting; delusional perception and delusions of control; influence or passivity; hallucinatory voices commenting or discussing the patient in the third person; thought disorders and negative symptoms. The course of schizophrenic disorders can be either continuous, or episodic with progressive or stable deficit, or there can be one or more episodes with complete or incomplete remission. The diagnosis of schizophrenia should not be made in the presence of extensive depressive or manic symptoms unless it is clear that schizophrenic symptoms antedate the affective disturbance. Nor should schizophrenia be diagnosed in the presence of overt brain disease or during states of drug intoxication or withdrawal. Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

Ces points concernent les aspects suivants : - le critère d'octroi du régime TPP au taux de 50% de la valeur de la production communautaire des nouveaux arrivants; - la condition prévoyant que la production communautaire du fabricant ne doit pas avoir baissé de plus de 7% pour qu'il puisse bénéficier au cours de l'année suivante des quantités dont il bénéficiait au titre de l'antériorité; - la période de référence pour le calcul des quantités TPP à accorder aux anciens bénéficiaires; - la possibilité pour les anciens bénéficiaires ayant renoncé aux quantités qui leur sont réservées pour certaines catégories et certains pays de demander des quantités équivalentes pour d'autres catégories et d'autres pays; - l'exception de 14% (dérogations à la règle - que les marchandises faisant l'objet du TPP doivent être en libre pratique - pour certaines marchandises pour lesquelles la production communautaire est insuffisante).
These issues relate to the following: - the criterion for granting OPT at the rate of 50% of the value of the Community production of the newcomers; - the condition that a firm's Community production must not have fallen by more than 7% in order to benefit from past performances in the following year; - the reference period for calculating OPT quantities to be granted to past performers; - the possibility for past performers, having waived quantities attributed for certain categories and countries, to ask for the same quantities for other categories and countries; - the 14% exception (derogations from the rule - that goods covered by OPT must be in free circulation - for certain goods for which Community production is insufficient).

Similarly, subsection 5.4(7) authorizes the Governor in Council to – on a report of the Minister made pursuant to a CITT finding of a trade diversion – include certain Chinese goods on the Import Control List for the purpose of collecting information on the importation of those goods to assist in determining the need for measures to prevent or remedy the trade diversion.
