AZ. considérant que, d'autre part, certaines actions préconisées par le Conseil dans sa recommandation (2009/C 151/01) relative à l'amélioration de la sécurité des patients dans les États membres n'ont jusqu'ici été mises en œuvre que par un nombre limité d'États membres, et que des améliorations sont encore possibles – dans les domaine des soins hospitaliers et non-hospitaliers –, en particulier eu égard à l'autonomisation des patients, la formation globale des professionnels de santé et des soignants, ainsi que la mise en place de nomenclatures européennes portant sur la sécurité des patients et l'établissement de lignes directrices européennes sur les normes de sécurité des patients;
AZ. whereas, on the other hand, some of the actions recommended by the Council in its Recommendation 2009/C 151/01 on how to improve patient safety in the Member States have thus far been implemented by only a limited number of Member States, and whereas there is room for improvement – in both hospital and non-hospital care – particularly in respect of patient empowerment and the overall training of health professionals and carers, as well as in the implementation of European classifications on patient safety and the development of European guidelines on patient safety standards;

Concernant plus spécifiquement les IAS, le rapporteur note par ailleurs que certaines actions préconisées par la Conseil afin de prévenir et de lutter contre les IAS dans les États membres n'ont jusqu'ici été mises en œuvre que par un nombre limité de pays, et que des améliorations sont encore possibles, notamment dans le domaine de l'information des patients et également du soutien aux travaux de recherche consacrés à la prévention des IAS et à la lutte contre celles-ci.
The rapporteur would also like to add that some of the specific measures the Council recommended to prevent and combat HAIs have been implemented in only a limited number of Member States, and that progress should still be made, particularly in respect of informing patients and supporting research into the prevention and control of HAIs.

2. déplore que les chiffres disponibles concernant les dépenses de R D fassent apparaître que la moyenne de l'Union européenne n'atteint que 1,84% du PIB, contre 2,68% aux États-Unis et 3,18% au Japon, et que ces dépenses vont de 0,39% en Roumanie ou 0,4% à Chypre à 3,86% en Suède; souligne combien il importe d'augmenter le niveau moyen des dépenses et d'accroître le volume des dépenses dans certains États membres; souligne l'importance de mieux cibler les diverses actions en matière de R D au sein de l'Union, afin de faciliter notamment la transition vers l'économie numérique; estime que ce point est fondamental pour créer les conditions propres à la réalisation de l'économie de la connaissance préconisée dans la stratégie de Lisbonne;

Regrets that figures for expenditure on research and development show that the EU average is only 1.84% of GDP against 2.68% in the USA and 3.18 % in Japan; and that expenditure varies from 0.39% in Romania and 0.4% in Cyprus to 3.86% in Sweden; underlines the importance of increasing the average spending as well as raising expenditure in some Member States; highlights the importance of better focussing the diverse research and development efforts throughout the Union, especially in order to facilitate the transition towards the digital economy; . this is fundamental for the creation of appropriate conditions for the achievement of the knowledge-based economy called for in the Lisbon Strategy;
