considéran ...[+++]t que des actions destinées à améliorer la compréhension et traiter des effets sur la santé humaine de la libre circulation des marchandises et en particulier de la libre circulation des médicaments, doivent faire partie de la stratégie globale d'action de la Communauté dans le domaine de la santé publique, considérant l'usage croissant des plantes médicinales dans l'Union européenne ; considérant l'incidence des préparations à base de plantes médicinales sur la santé publique et les recommandations de l'Organisation mondiale de la santé ; considérant l'hétérogénéité de présentation commerciale desdites préparations sur le marché ; considérant que la sauvegarde de la santé publique doit être un objectif prioritaire au niveau communautaire ; considérant par ailleurs qu'il convient de prendre en compte de façon appropriée les conditions propres à éviter d'entraver le développement de l'industrie et la libre circulation de ces produits au sein de l'Union européenne ; considérant les problèmes spécifiques que comporte le contrôle des matières premières et des préparations à base de plantes médicinales en provenance des pays tiers pour en garantir la qualité ; considérant l'opportunité de tenir compte des caractéristiques particulières de ces préparations ; considérant qu'il est nécessaire de garantir la protection de la santé des consommateurs tout au long de la chaîne de fabrication, de distribution et de mise en vente ; INVITE la Commission à ét ...- MEDICINAL PLANT PREPARATIONS "THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty establishing the European Community, Whereas, in its Resolution of 30 November 1995 on the integration of health protection requirements in Community policies, the Council considers that the Community must pay particular attention to the
