Cette interdiction ayant notamment été introduite par l’acte d’adhésion de l’Irlande et du Royaume-Uni aux Communautés européennes – seuls États membres dans lesquels la circulation routière s’effectuait à l’époque sur le côté gauche de la chaussée – il ne saurait raisonnablement être considéré que le législateur de l’Union n’était pas conscient du fait que l’adhésion de ces États membres (dont l’un d’entre eux était un producteur de véhicules automobiles équipés de postes de conduite à droite) était susceptible, dans un régime de marché intérieur impliquant un droit de libre circulation, d’influencer les habitudes de conduite voire de comporter un certain risque lié à la circulation routière.
Since that prohibition was, in particular, inserted by the Act of Accession of Ireland and the United Kingdom to the European Communities – the only Member States at that time which drove on the left - it cannot reasonably be considered that the EU legislature was unaware of the fact that the accession of those Member States (one of which was a manufacturer of vehicles with their driver’s seat on the right-hand side) was liable, in an internal market involving the right to free movement, to have an effect on driving habits, even to involve a certain risk connected with road traffic.

Le fait est que la gauche européenne tient devant le Parlement européen certains propos qui ne correspondent pas aux actes de ses gouvernements - dans les pays où ils sont de gauche -, elle tient d’autres propos dans les forums internationaux, puis elle se contredit devant les parlements nationaux ou dans les médias.
What is happening is that the European left is saying one thing in the European Parliament that does not coincide with what their governments, where they have them, are doing, they are saying something else in international forums and the opposite in the national parliaments and in the media.

We think that it is timely because, although at the time, we, as the European left, criticised some countries of Western Europe for their role in the break up of the former Yugoslavia, through encouraging, facilitating or instigating hatred and aggression, both ethnic and of other kinds, which resulted in the emergence of Croatia, at this time, when its recent past has also changed, I think it is a very good sign that the European Union is taking a step forward to help recover the mood of tolerance, democracy, respect for human rights and living in harmony with other republics and areas in the region, because it is of vital importance for the European Union.
