In 2005 the Council concluded that the functioning of CEPOL would improve if it was funded from the general budget of the European Union, if the Staff Regulations for officials of the European Communities and the Condition of employment of other servants of the European Communities applied to the Director and the staff of the CEPOL secretariat.
