160 (1) Lorsqu’un cas est déféré à la Commission aux termes du paragraphe 129(2) de la Loi ou au président de la Commission aux termes du paragraphe 129(3) de la Loi, la Commission informe le délinquant par écrit :
160 (1) Where the case of an offender is referred to the Board pursuant to subsection 129(2) of the Act or to the Chairperson of the Board pursuant to subsection 129(3) of the Act, the Board shall inform the offender, in writing, of

(a) not later than three months before the offender’s date for statutory release, where the case of the offender has been referred to the Board or to the Chairperson of the Board at least four months before that date; or

9. constate que dans sa communication, la Commission ne présente pas de justification scientifiquement cohérente pour l'imputation de chacun des coûts externes aux différents modes de transport et fait sienne une prétendue "approche pragmatique par le coût moyen"; soutient dans l'ensemble la base que choisit la Commission, la tarification des coûts sociaux marginaux, en harmonie avec le Livre blanc sur les transports de 2001;
9. Notes that the Commission, in its communication, has failed to put forward scientifically coherent justifications for the charging of individual external costs to various modes of transport, and has adopted what it terms a ‘pragmatic approach based on the average cost’; generally supports the Commission's basis of marginal social cost pricing, in line with the White Paper on Transport of 2001;
