Un aspect particulièrement troublant de ce cartel consistait à déguiser les augmentations de prix concertés en décidant à l'avance d'un scénario de hausse des prix initié par l'un des membres du cartel. A partir de 1987, les producteurs décidaient qui serait le premier à annoncer l'augmentation, à quelle date, ainsi que l'ordre précis et les dates auxquelles chacun des autres membres du cartel suivrait.
A particularly disturbing feature of this cartel was that, in order to disguise the concerted increases as natural "price leadership", the producers also decided the scenario in advance : who would be first to "announce" and on what date, and the precise order and dates on which each of the others would purport to "follow".
