Le 12 septembre 2007, la Commission européenne a annoncé qu'elle examinerait si un projet de subvention de 6,02 millions d'euros de la Région flamande visant à soutenir des stages de formation, tant spécifiques que généraux, à concurrence de 20 % de l'effort global de formation de Volvo Cars Gand, était compatible avec les règles de l'UE en matière d'aides d'État.
On 12 September 2007, the Commission announced an inquiry into the compatibility with EU rules on State aid of a planned subsidy of € 6.02 m from the Flemish Region for general and specific training costs at Volvo Cars Ghent; the subsidy would amount to 20% of the company's total training bill.
