Mr. Carney: I am sorry to return to the Manitoba school question, but any time I have thought about that particular event, which I consider a seminal event in Canadian history, I have had a great deal of difficulty trying to explain why the Privy Council found that the big change in Manitoba did not abrogate or extinguish a law in effect in 1870.
