Si un scellement douanier est rompu en cours de route , dans des cas autres que ceux prévus aux articles 24 et 35 , ou si des marchandises ont péri ou ont été endommagées sans qu'un tel scellement soit rompu , la procédure prévue à l'annexe 1 de la présente convention pour l'utilisation du carnet TIR sera suivie , sans préjudice de l'application éventuelle des dispositions des législations nationales , et il sera dressé le procès-verbal de constat inséré dans le carnet TIR .
If the customs seals are broken en route otherwise than in the circumstances of Articles 24 and 35, or if any goods are destroyed or damaged without breaking of such seals, the procedure laid down in Annex 1 to this Convention for the use of the TIR carnet shall, without prejudice to the possible application of the provisions of national law, be followed, and the certified report in the TIR carnet shall be completed.

Dans les pays suivants traversés au cours d'une opération de transport de marchandises sous le régime TIR , cette responsabilité commencera lorsque les marchandises seront importées ou , en cas de suspension de l'opération TIR conformément aux dispositions de l'article 26 paragraphes 1 et 2 lorsque le carnet TIR sera pris en charge par le bureau de douane où l'opération TIR est reprise .
In the succeeding countries through which goods are transported under the TIR procedure, this liability shall commence at the time when the goods are imported or, where the TIR operation has been suspended under Article 26 (1) and (2), at the time when the TIR carnet is accepted by the customs office where the TIR operation is resumed.
