The bill does expand the authority of the government to regulate a wide number of aspects of fuel but still does not require the government to apply the same standards to fuel exports as those that are applied to fuel for domestic use, although it does authorize the government to develop a national fuels mark that would show that fuel meets domestic environmental standards where it crosses the borders or is imported.
