Ces deux actes législatifs ont été adoptés en 2000 et ont un caractère innovant, puisqu'ils imposent entre autres aux États membres de mettre en place des organismes promouvant l'égalité de traitement pour tous sans distinction de race ou d'origine ethnique.
Both directives were adopted in 2000 and are innovative in that they oblige the Member States to, among other things, set up a body for the promotion of equal treatment of all persons without discrimination on the grounds of racial or ethnic origin.

Pour ma part, je considère - et encore une fois c'est ce qui a guidé ma réflexion, mais je vais demander à M. Napolitano s'il est d'accord avec moi - que le rapport de M. Napolitano a pour objet l'application d'un texte à caractère législatif, puisqu'il s'agit du règlement du Parlement européen et du Conseil relatif aux enquêtes effectuées par l'OLAF.
As far as I am concerned, I consider – and once again this is what has influenced my thinking, but I shall ask Mr Napolitano if he agrees with me – that the subject of Mr Napolitano’s report is the application of a text of a legislative nature, since it is to do with the Rules of Procedure of the European Parliament and of the Council relating to the inquiries carried out by OLAF.
