TRADUCTIONS EN CONTEXTE

1. Le soutien apporté par l'Union au titre du présent règlement à chacun des pays partenaires conformément à l'article 6, paragraphe 1, revêt un caractère incitatif et varie dans sa forme et son montant, compte tenu de tous les éléments énumérés ci-dessous; il est fonction:
1. Union support under this Regulation provided to each partner country in accordance with point (a) of Article 6(1) shall be incentive-based and differentiated in form and amounts, taking into account all the elements listed below, reflecting the partner country's:

A. considérant que, dans sa résolution du 23 mai 2013 sur "les futures propositions législatives relatives à une union économique et monétaire (UEM): réponse aux communications de la Commission" , le Parlement estime que la coordination préalable formelle des réformes des politiques économiques au niveau de l'Union européenne devrait être: i) renforcée dans le cadre de la méthode communautaire, ii) alignée sur les instruments du semestre européen pour la coordination des politiques économiques, et iii) liée à de nouveaux instruments de solidarité et à caractère incitatif;
A. whereas in its resolution of 23 May 2013 on ‘future legislative proposals on EMU: response to the Commission communication’ , Parliament takes the view that formal ex ante coordination of economic policy reforms at EU level should be: (i) strengthened on the basis of the Community method, (ii) aligned with the instruments of the European Semester for economic policy coordination, and (iii) designed in conjunction with new solidarity- and incentive-based instruments;

24. déplore que les communications, en prévoyant des contrats entre l'Union européenne et les États membres, ne respectent pas l'ordre juridique unique européen; est d'avis que les termes «arrangements contractuels» ne sont pas appropriés, étant donné que le mécanisme prévu dans les communications n'est pas à proprement parler un «contrat» régi par le droit public ou privé, mais plutôt un mécanisme d'exécution à caractère incitatif en vue de la coordination des politiques économiques;
24. Is disappointed that the communications, by providing for contracts between the EU and the Member States, do not respect the single European legal order; is of the opinion that the expression ‘contractual arrangements’ is inappropriate as the mechanism foreseen in the communications is not, properly speaking, a ’contract’ governed by public or private law, but rather an incentive-based enforcement mechanism for economic policy coordination;

10. est d'avis que la coordination préalable formelle des réformes des politiques économiques au niveau de l'Union européenne est importante et devrait être renforcée dans le cadre de la méthode communautaire, et que cette coordination devrait concerner les réformes économiques essentielles prévues dans les programmes nationaux de réforme au sujet desquelles il a été établi qu'elles sont susceptibles d'entraîner des retombées importantes; estime que cette coordination préalable devrait être alignée sur les instruments du semestre européen pour la coordination des politiques économiques visés à l'article 2 -bis du règlement (UE) 1175/2011 et, le cas échéant, être liée à de nouveaux instruments de solidarité et à caractère incitatif;
10. Is of the opinion that formal ex-ante coordination of economic policy reforms at EU level is important and should be strengthened on the basis of the Community method, and that it should concern the key national economic reforms provided for in national reform programmes with demonstrable potential spillover effects; believes that any such ex-ante coordination should be aligned with the instruments of the EU Semester for economic policy coordination referred to in Article 2a of Regulation (EU) No 1175/2011 and, where necessary, should be designed in conjunction with new solidarity and incentive-based instruments;

10. est d'avis que la coordination préalable formelle des réformes des politiques économiques au niveau de l'Union européenne est importante et devrait être renforcée dans le cadre de la méthode communautaire, et que cette coordination devrait concerner les réformes économiques essentielles prévues dans les programmes nationaux de réforme au sujet desquelles il a été établi qu'elles sont susceptibles d'entraîner des retombées importantes; estime que cette coordination préalable devrait être alignée sur les instruments du semestre européen pour la coordination des politiques économiques visés à l'article 2 -bis du règlement 1175/2011 et, le cas échéant, être liée à de nouveaux instruments de solidarité et à caractère incitatif;

Les modifications apportées au régime d’aide N 516/2004, approuvé par la Commission le 20 avril 2005, ont pour but d’améliorer la mobilité des résidents martiniquais entre l’île et la France métropolitaine, ainsi qu’à augmenter le caractère incitatif des aides prévues par le régime initial.
The changes made to Aid Scheme N 516/2004, approved by the Commission on 20 April 2005, are intended to improve the mobility of Martinique residents between the island and metropolitan France and to enhance the incentive nature of the aid provided for in the initial scheme.
