Farmers holding special entitlements referred to in Article 44(1) or farmers receiving the premiums for sheep and goat referred to in Section 10 of Chapter 1 of Title IV or the beef and veal payment referred to in Section 11 of Chapter 1 of Title IV or farmers receiving specific support referred to in Chapter 5 of Title III who hold fewer hectares than the threshold selected by a Member State when point (b) of the first subparagraph is applied, shall be subject to the condition referred to in point (a) of the first subparagraph of this paragraph.

(9) The sheep and goat sector receives support through a supplementary premium granted to producers in the Canary Islands for heavy lambs. This measure has made it possible to develop local production, which is of social, economic and environmental importance because this activity is concentrated in the most disadvantaged areas of the islands where no other alternatives exist. This measure should be continued.

3. With due regard for the general rules of the Treaty, the competent authorities of the Member States may, for establishments qualifying for derogations pursuant to Articles 4 and 13 of Directive 64/433/EEC, Article 4 of Directive 91/498/EEC and Articles 7 and 18 of Directive 71/118/EEC, grant derogations from paragraph 1(a) in respect of cattle, and from paragraph 1(a) and from the methods for stunning and killing referred to in Annex C in respect of poultry, rabbits, pigs, sheep and goats, provided that the requirements laid down in Article 3 are met.
